Aim – to block the flow of Russia’s brain drain

The Ministry of Education in Russia has earmarked 12 billion roubles (about $400 mln) to be spent by 2012 on blocking the flow of the country’s brain drain.
The initiative will involve research and development funding, hosting international scientific projects and attracting world-renowned scientists to Russian schools of excellence.
Many scientists left Russia in the 1990s after the Soviet Union collapse. Some of them will have the chance to return permanently, while others – for two months every year to conduct research or teach.
Carsten Sprenger, from the International college of Economics and Finance, came from Germany to Russia for work and says: “I’m quite comfortable working at this particular place, but also in living in Moscow in general.”
In recent years science has become one of the priorities of Russian policy, with huge sums being invested into its development.
The Russian academic community celebrated its professional holiday on Monday. Russian President Dmitry Medvedev presented awards to the best scientists and said: “We need to create a new infrastructure of modern Russian science, based on the government’s care and government’s investment, from the other side – on private investment, on private interest and a system of moral motivation.”
