I agree - this should be dealt with by the ITU, like other international telecommunications issues. The ITU has shown itself to be effective in handling issues like international telephone numbering, radio frequency allocation, etc. ICANN and it's earlier incarnations have come under attack from people or organisations with political or commercial agendas. Of course, ICANN doesn't actually control the Internet - Intrernet providers could choose to ignore them and support another authority....
