Russian president Dmitry Medvedev is looking over California’s silicon valley on his trip to the US, as American technology giants take increasing interest on his plans for the modernization of Russia.

There is going to be competition for brains, and that we shouldn't be worried about at all. Indeed it should drive a better world market and more opportunites. The only worry, is if you do not factor in this reaction from the start and have a plan to optimise your competitiveness. Tip - this isn't through minimising costs, it is through maximising value, which translates into margin on product and real wealth of individuals, including the wealth they feel from their surroundings and conditions (environmental wealth) Russia needs to look at innovation, like any other business. It isn't magic, but it does require thinking. There will be a supply and demand issue, if we can't generate enough critical mass, then as we produce innovators, they will be sucked away to other places. If we provide the skills and opportunity, but better conditions exist elsewhare then the same will be true. So we need think of the supply side and conditions first. Then additionally of course we should look at lock in, not through rules, but natural free local associations, basically their cultural roots and family. So all this can be addressed by looking wider than the hub, at the whole picture including the peripheral node feeders and sub hubs. The trick is to maintain absolute focus on the hub, but also develop the regional feeder labs at the same time. These would act as development reservoirs of profesionals and ideas, that could be fed into the hub for major development, or kept locally. A basic fan in network. The plus side of this, is that you get geographical diversity and for the companies that are still viable, but not Mega, local development and diversification of the regional economies The trick is to start these in phase with the Hub development, so the peripheral feeder wells of innovation are already coming on line. There is balance here, not to dilute the Hub's efforts. However, properly done could see feeders developed that would add robustness to the overall design
