President Dmitry Medvedev has called for a 40% boost to Russia's energy efficiency. But experts say political will and modern technologies are not enough if Russia is to become a prudent energy consumer.

I am outraged that Duma is even thinking about outlawing incandescent lightbulbs. Mercury in energy efficient bulbs are poisonous and harmful to health and environment. The distance light travels from these bulbs are less effective, meaning more bulbs needed for same effect. Also they almost always die very quick despite being advertised a lifespan of 5 years or more. They usually die after a week to a year. The huge plastic bases on them take even more hydrocarbons to make than the incandescents. This is just Green Lobby at its worst! And you will see a Black Market spring up and criminal activity sky rocket due to stupidity of Governments.
