For the Russian car manufacturing to succeed apart from R&D will be needed an improved road system, better roads, more superhighways. That is the second measure to reduce car accidents being the first control of alcohol while driving. Spending billions improving roads and railways cannot be called "stimulous" but a long term goal, connecting Russian cities, towns and regions, so it can be a more structured nation.
