Greater co-operation between the state and private investors is seen as one of the post-crisis scenarios. But the Russian government says public-private partnerships should focus on socially important projects.

This is definitely way to go. Provided that public-private partnerships are based on good business practices. Unlike in the West, where private-public partnerships usually means the give-away of public capital and other assets to the private sector, with no profit to the taxpayer, I hope that the partnering in Russia will be based on the model that respects public assets, land, resources and each penny of taxpayers' dollars. The state employees' work is also not something to be given away. The normal planning, outreach and promotion business aside, all other direct work for the benefit of a private sector business needs to be charged to the business, and included into the capital resources of the partnership. Good accounts, long love!
