President Medvedev calls for National Talent database

Russian President, Dmitry Medvedev, has called for a national talent list to combat a shortage of managers.
Medvedev called for an open database of the country's professionals, listing their skills and availability.
He has previously called for the replacement of bureaucrats with professional managers and said the Soviet system had its faults, but that nothing had replaced it, and that it was vital for the transformation of Russia’s economy.
We have been saying so much lately about innovative economy, a strong state and global competition. All that is true, but we forget that a transition to that can be possible only with the active participation of the most talented, industrious and intelligent part of society.
