Road funding to get private sector push along with pension backing

Funding for Russia’s road networks has been trimmed back from original plans with the government now looking to get increased private investment.
The road ahead isn’t getting any shorter. Russia was looking to put over $140 billion into its notoriously bad roads over the next 5 years. Now the government has slashed that back to around $20 billion by 2012. Igor Nikolaev, from PKF Accountants and Business advisers, says this reflects greater lobbying power by the financial sector.
“Investment in transport infrastructure is not a priority on the list of state spending. The main anti crisis measure is supporting the financial system. We think it is because the banking lobby is much stronger in pursuing their interests. But we counted. Road construction has the strongest multiplier effect on the real economy.”
But Russia’s Transport Minister, Igor Levitin, says even though the state has cut funding, it will start using pension savings to back further road construction investment from next year.
“We need $1 billion to build Russia’s first two toll roads. The state has provided us with a mechanism to get this money from the Pension Fund – to issue infrastructure bonds under state guarantees."
To attract even more investment the government has set up a state company – Avtodor – to manage federal roads. But experts say that even it could struggle to attract the required capital, claiming it is likely to be just another inefficient state entity.

I think it is importanr for Russia to get good roads - this would improove, in great scale, communication between the country and the city with its increesing life speed. Posibly, the road TAX can be introdused in this case and help to resolve this problem - "where to get the money to build GOOD roads"? It doesn't have to be a large ammount of money, if we think of increesing numbers of drivers on russian roads! Maria Kuznetsova
There are two things that I think are big mistakes. Robbing citizens pension funds and placing tolls on roads. Once a precedence is set it seems these sorts of things take on a life of their own. Politicians everywhere seem to never collect enough taxes to suite them. Robbing pension funds often result in the fund never being paid back. I would rather deal with bad roads than fall into this trap. Looks like you guys have been watching too much American television. They get the money but somehow the roads still dont get fixed.
