Russia has joined the Convention against bribery of foreign public officials in an effort to provide more transparency in international deals.

The bill for joining the convention was introduced by Russian President Dmitry Medvedev in November 2011.

“Law is always the first step. These regulations must be implemented in judicial practice as soon as possible”, Medvedev said. Later the Russian President is expected to assign agencies responsible for implementation of the convention.

To pass the law Russian authorities had to make amendments to the criminal code and the administrative code of Russia to bring it into line with international anti-corruption legislation.

“From now on, not only people who give bribes will be called to account, but also those who  promise foreign officials money and other property in exchange for services”, Medvedev explained.

Joining the convention is among the conditions of Russia’s accession the Organization for Economic Cooperation and Development (OCED). Presidential aid Arcady Dvorkovich says Russia could join the organization within two years. The organisation approved the convention in 1997. Implementing it will cost Russia more than 100,000 euro per year in fees to take part in OCED working group activities.

“The OCED comes up with the best trade policy”, says Nick Pool, RT’s Business editor. “If you apply those regulations and recommendations, it leads to increased transparency, and a more predictable rule of law. And this is good for the investment climate, which is a key ambition of the Government”.

I agree with Phil.  It takes a long time to change a culture, and this step is one of many that has already been taken in the past few years.  Russians have been too long used to just ducking their heads and shrugging and saying there is nothing they can do about it.  But now they are starting to demand more due process and less bribery.  I hope Russia keeps working on it.  We in USA were better at stopping corruption in the past, but we seem to have given up in the past 20 years or so.  I give Russia credit for at least trying.

Completely laughable - Russia was built on corruption , exists only on corruption - to take part in a discussion such this is the height of hypocracy and a slap in the face of all decent russian citizens.. The mass exodus from the country by the best and brightest of russia ns  will be the chief cause of the next Russian economic collapse

A step in the right direction. Everybody knows about the corruption but it has to be stopped, and some body has to begin the process. Making comical remarks and scoffing at such efforts achieves nothing. Remember it was the British government which banned slavery throughout the world, it took time. America didn't like it, their early presidents all had slaves but Spain, France, America and many countries had to be controlled and African chiefs who sold their enemies into slavery, and the moslem slave traders were stopped by the force of the Royal Navy. So don't laugh and scoff.
