This is a very great move and hopefully it would add value to the entire Russian populace. A state of being once bitten, twice shy would be eliminated from the social fabric mentality and culture of the Russians. Financial acumen through customized friendly user medium would only lead a nation to an economic posperity provided they ethically as well as socially apply it responsibly over time.
