First Deputy Prime Minister Sergey Ivanov has told RT that Russia will get - quote “Western quality” roads starting this year, but drivers will have to PAY to use them.

Ivanov claimed no government in the world is spending as much to modernize its economy, and denied that money is being wasted.

“One of Russia’s weaknesses is the quality of its roads. Starting with the new Moscow to St. Petersburg motorway this year, a new technology to bind cement will create roads no worse than in Europe or the US. But this will be toll roads only, because the government doesn’t have the money to pay for tens of thousands of kilometres in new construction.

It currently takes longer to drive from the capital to Sheremetyevo Airport than fly to Lisbon. The new Moscow to St. Petersburg route will unblock the Moscow ring road and fully solve the Sheremetyevo transport crisis.

$10 billion is being spent through the Russian Nanotech Corporation on specific science projects that will come to market. That’s more than any other country in the world.

I don’t agree our spending in the crisis has been ineffective. We’re subsidising loans for all kinds of industry. If our banking system had collapsed, there wouldn’t be anything to subsidise.”

Artyom 30 to 50 percent , but the point here is from where , it's easy to talk about the deception of percentages .

the point needs to be that there has to be more money in the hands of people to pay the toll , and the second point has to be that , if it is a corporation building it , it needs to be a government related corporation as no private monopolies can to be involved in infrastructure, so say the rules of social nationalism. 

for when they(private monopolies)  do they only serve to feed capital to a smaller and smaller point. this can and will be devastating to a nation, as has been shown.

to be simplistic.

I know many people who will not pay "private tolls" but will pay government tolls.

Toll roads are reality in the whole world except Germany - if You want to have highways then You have to pay. If You have a country with a vast territory, harsh climate, poor existing infrastructure and large differences between regional budgets there is no way to have a free state roads. But in perspective even toll infrastructure modernisation could bring tremendous conomy boost - cheaper and faster transport makes all sectors from agriculture to services bloom.

They are subsidizing the old corrupt people and keeping them from failing. They are wasting mass amounts of money. They want to make toll roads? They are out of their minds after increasing utilities and taxes by 30 - 50% this year. There was a story of a Grandma in Siberia whose grandchildren died because she couldn't feed them. NO MONEY. Yet fat cats in Moscow are flying in their private jets and rich as Scrooge McDuck and his tower Money Vault. Russia has bad roads because we have a harsher climate and maybe also do to cheaper road construction. To say we are money efficient and the money is well spent as an excuse for toll roads is ludicrous. They don't have to sit in traffic when these people drive through Moscow, they close down roads, trains, and so forth when they come driving through. Hypocrisy sounds all the more sweet once buttered up with a steaming pile of bull...
