Russian toll roads shift into overtaking lane

Plans to construct toll roads, improving driving conditions and bolstering the economy, have gained recent attention with supportive comments from Prime Minister Vladimir Putin providing extra traction.
Here in the U.S. the tempo of toll road development is increasing. One reason that is often proferred for the increase in toll roads is a lack of transportation system monies. (Seemingly a short term problem, to which they would apply a long term and inconvenient solution). Another toll road benefit (in the eyes of the increasingly intrusive govn't) is the use of toll station transponders to track the travels of American citizens.
Last time I visited Russia and drove on her roads (or, should I say, lack of roads/interstate system), my immediate thought was, "they need to allow private toll roads." Allowing the actual user of the road/product is a much more equitable way and financing its construction. Russia is ripe for the most efficient, pay-as-you-go private road system in the world since there is little existing infrastructure in the way. I hope this proposal goes forward, especially with private investment!
In Spain almost all superhighways are private, built by private corporations, and they have a better pavement thatn public ones as they need consumers to appreciate their effort.

Most leading countries have very few toll roads. There are no toll roads in Germany and China. In the US toll roads make less than 1% of all roads. But Putin knows it all. And Putin's word is a law.
