Russian industry has to be competitive to survive in the World markets after WTO entry so there has to be a rationalisation of the old Russian industrial base. Part of that work force will have to work in new sectors (pharmaceutical industry, middle and high tech, software...) Not just the industrial sector but also the ruling bureaucracy has to adapt to the new enviroment: it is a waste of resources that the Central Bank of Russia has 70,000 employees while the Central Bank of China has 3,000 employees or the Central Bank of Japan 20,000 employees.... So the Russian Federation has an underused work force.
