Counter terrorism operations?????
Paying a bounty to the northern alliance or the Pakistani army for a guy who you don't even know is Al Qaeda or Taliban or not is not counter terrorism efforts because that's how most of the detainees were picked up.

I would advice not to do away with this Guantanamo jail. Well would I clean this place out, give freedom to those who were promished to be free. Then make place for the governments of the USA and the most of their allies including the banksters, put them on a hungerstrike from day 1 off.
