If police weren't the only people in Russia who could carry firearms in the open, maybe the citizens and police could be on equal ground. Let the citizens open carry and Russia wouldn't have this problem as nearly as it does. An armed society is a polite society.

Many crimes have not had a deadly outcome because the victimizer didn't have a firearm. If every drunk criminal would have a gun more violence would be the outcome. Rather arm the civilian society with powerful laws to protect them from police abuse. United States is a horrible example of civilians carrying weapons. Eventually weapons find their way from legal purchases into criminal circles and then civilians will feel a need to protect themselves from criminals with firearms. Once you allow civilians to carry firearms the chaos can not be stopped.

No, then lay people have control and they spread their values and arrogance and form values of their own that don't serve the group but their "sphere." Yes, bad things happen to good people because of other people. And there are the lone rangers who are hunted by the good and the bad. It doesn't matter. The argument can always be flipped.
