I believe Russia have already the most diamonds in the world.,excuse i did not see the word rough diamonds.anyway could be wrong my assumptions.

We have lots of diamonds! However, what their worth is, is very much dependant on the market. This market has changed a little over time with regard to marketing, supply and volumes. Russia has a huge interest in a stable Diamond market, we don't want fire sales of Gems. It doesn't suit us. What we want is a market that meets our needs, we believe this also suits the needs of other suppliers too. Russia therefore maintains an intricate network of contacts in the industry to cover marketing, supply and sales volumes. It is quite simply a Cartel that Russia takes part in, very much like OPEC is for oil. We do this to try to maximise the revenue per year from the business. The truth is there is very little competition in the diamond market, but amazingly you don't hear too many people screaming about it! Like Cartels, Diamonds are forever! The reference to rough, was a play on words, rough being the terminology for diamonds straight from the ground and also for a rugged 'Angola' - a rough Angola.
