By Catholic Church's own definition, the marrying partners are the officiating parties in and of the marriage. The priest, or bishop, are merely witnesses. Thus the bride and groom bestow marriage on each other. The bishop cannot marry anyone! By simple definitions the bishop is out of Church's teachings. The couple marries by their wish and will. Consummation, in old terms, can be achieved in-vitro; so, I guess the bishop may be thinking of sex, coitus, as the end of marriage....hmmmm....I guess he would not want to miss that! The couple can manage, I am sure. Cheers!
