The planned plant in Astravets makes Lithuania's capital Vilnius with it's population of 700 000 the most dangerous capital city as the distance is only 50 km, taking in mind the ability (or disability) of Belarus's administration to comply with the international nuclear security standards.

It is not just Turkey that considering joint project with Russia. Belarus ( I mean only the administration) apparently has considered its first NPP in Astravets as a package of financial loan and expertise from Rosatom, perhaps a 50% stake in ownership as well.  Selling it to the people of Belarus will be a bit tricky - Chernobyl was in Ukraine but it's Belarusians who've suffered most, Ignalina in Lithuania  was shut down by the EU.  Shopp ing around is out of question for the Belarusian leadership with no travel visas.  Great opportunity for Russia to 'help' Lukashenka to "diversify".
