Hot on the heels of deputies being ordered to tell tales on each other, the Duma is again resorting to classroom tactics to impose discipline.

Employees at the parliament have been issued with a code of conduct.

It includes recommendations on how to behave and what to wear in the Duma offices.

In particular, the employees are advised to refrain from smoking and dress smartly, avoiding mini-skirts and low-cut tops.

Anyone caught breaking the code will get a reprimand from bosses and an official warning.

Well this is a step in the right direction. But for the most part and in the beginning, this is just for public perception so that when kids watch political news they won't see a scantily clad Sarah Palin type 50 year old woman in twenty-something clothing.

Peo ple who want to do un-approved deeds will do so behind doors. So, if there is already hanky-panky going on there will still be more hanky-panky going on.
