Decoys are very effective, as witnessed in the criminal NATO attacks on Yugoslavia in 1999. Most NATO ordnance landed on decoys, both saving real Yugo combat equipment and helping to deplete NATOs supply of precision-guided munitions. Additionally, the mere presence of convincing anti-aircraft decoys will force enemy aircraft to adopt a more conservative plan to minimise the risk from AA defenses. NATO was forced to attack Yugo military from 10,000 feet due to this conern, limiting the effectiveness of NATO operations and further enhancing the effect of the decoys.
