Respect for human rights is essential for fighting terrorism in the North Caucasus - believes the Commissioner for Human Rights at the Council of Europe.

In an interview with RT, Thomas Hammarberg reported on the situation in the Republics of Ingushetia and Chechnya urging authorities to adhere to a more efficient system of justice.

“When you fight terrorism you have to stay within the limits of the law and take actions which respect human rights,” said Hammarberg.
