Give them (free) the infrastructure to build the pipelines, export for free also. Help without wanting a penny in return, it's not rocket science at all.
Help them develop something to help themselves.

This planet has an abundance of water, it's just the greedy that spoil it for others. Just give to others it's that easy.

How do you measure demand without pricing?

Also, say country A has excess water. Country B is in need of water due to, lets say, its expanding industry. How do you facilitate the water transfer from country A to country B without an economic incentive?

Without the market directing water to where the demand is highest how do you see it being distributed?

How would you decide who deserves the water?

I live in a rinky dinky little province in canada. We have at least 70 rivers pissing fresh water (unused) into the Atlantic every day. We should be trading it to countries (notably to the west coast of Africa) for what ever they have too much of.

Funny how the fascists always know what fear buttons to push while they are the ones polluting and ruining our fresh water supplies for their quest of energy and wealth, make the corporations and the useless governments of the world clean it up, they are the ones responsible for the worlds pollution anyways...
