If based on this concept, “it would not make sense to try to undermine the positions of NATO, at the same time trying to reach an agreement on a pan-European security system,” political analyst Lev Voronkov told RT.

This concept as a political vehicle, to show through western disagreement with it, that the true western agenda is anti-Russian, could have some value on the world stage. However, this could be totally outweighed by the total practical un-enforceability of legal agreements with the West. The US, EU and NATO have shown time and time again, that they don't care about international law. They are therefore, hardly likely to be worried about a signed piece of paper with Russia, when they want to get their hands on our resources. Such a piece of paper would have the same level of military security as the one the Soviets signed with NAZI germany. I know our governemnt is not so naive, so I reckon the game is to utiles the political vehicle, whilst building a robust defence system capable of handling the west under any conditions. This is the best of both worlds, it exposes the true western agenda, whilst at the same time, it learns from history, to be better prepared to deter the hydrocarbon attack. Let's not rely on paper, let's rely on neutron technology, until we have something even more devastating.
