The Russian Federal Security Service (FSB) has said that citizens will be paid for presenting information on imminent terrorist attacks.

this is very , very bad idea! Instead, invest in hiring more to of the line undercover agents and other important anti-terror tools.

Seems to me its Stalin's era all over again! If these is truly shall come about, that would mean nothing has really changed from communist times! These can and most probably would turn out to be a disasterus idea!!

If the FSB were to be honest with itself and with the russian citizens, it would first and foremost define what constitutes a terrorist, terrorist attack and terrorism. Has it done so? No? Pity, for in this case the FSB could at will expand or contract the definitions to suit their goals, more or less visible. A peaceful protester against government’s abuse of power could become a „terrorist”, plotting a „terrorist attack”, if the moment is right and it suits the goals of those in power. If we look no further than 20th century, we could notice that there were and still are many governments around the world that act against the will of their citizens, overstepping their power in every way... So, are the protestors „terrorists” when they protest against the visible tyranny of their own governments and Security Services? The Kyrgyz unrest/revolution is one example closer to home. See how easy various institutions of the state can abuse their power when check and ballances are absent and financial incentive is present? It’s like traffic police getting a monthly quota of traffic tickets... for which they would get their wages plus bonus... You can bet your boots they would do all they can to meet the quota... See the danger? Financial rewarding of citizens rendering assistance in countering terrorism implies that the FSB does not consider russian citizens as responsible individuals, capable of thinking for themselves and acting of their own accord to get in touch with the authorities and report a criminal action about to happen... and therefore, it needs to give out money to motivate them more...as if russian people in general are against the policies of FSB and thus they need somehow to be brought into FSB camp with a little bribe... Ludicrous! Doing the right thing, when one is convinced of the justice of his/her action, is a reward in itself. To me, such a measure appears as a step forward in the direction of the police state... Most unfortunate!
