The ruling United Russia party has officially presented a list of possible candidates for the vacant Moscow mayoral post to President Dmitry Medvedev.

About four decades ago National Geographic published an article about controlling drug supply to LA. It was managed by changing the mayor who – goes without saying – had free hands to reshuffle personnel. The Board nominating the new mayor had to follow up the success of drug control and to find the parameter or key indicator to measure mayor’s capability. Attempting to find out what they used for “measurement” – I was unable to find the clue without further reading. The solution was, as the article said: The Board was following the price of the drugs on the market, on the streets. If the prices were falling down very intensively – it was considered being the key indicator of incapable mayor, as evidently the border surveillance was corrupted catching little of drug supplies, resulting in dropping prices. A year ago we were watching TV reportage from Russia. The lady working in Winter Palace was speaking about her observances about the difference between Sankt Petersburg and Moscow. She used people as “key indicators” and said: If a foreigner asks some information at the street of S. Petersburg, the people will respond with incomparably more care and patience than one can expect in over-busy Moscow. The observation of the lady should stimulate the background of the next capable mayor of Moscow. The whole political, police and public performance should be challenged with a kind of smile to remember -“one can get only in Moscow”. I had a dream…
