All of a sudden he has a problem with democracy and free press? He seemed comfortable with both before, when he was the boss. Luzhkov is a funny guy. He's probably starting a new career as a stand up comedian.
He had no problem with laws when they worked in his favor. He can surely set up a "movement". That was expected. With so much money, he and his wife would need some form of immunity down the road. And in the meantime, he will become a newest voice for liberalism in service of like minded.
