President Dmitry Medvedev has criticized the leadership in Dagestan and his envoy in the North Caucasian Federal District for the lack of investment in the republic.

What is required is investment that generate tens of thousands of jobs. And paths to that work that leave those on the jobs track with the real prospect of a continually rising standard of living. Without honest open government it won't happen. Instead local vested interests will dominate. And the violence will prove intractable. Continual monitoring of developments in Dagestani and continuous active interventions are necessary conditions for a peaceful growth path.

What is needed is a heavy dose of Christian moral values and stopping there Islamic brethren with Azerbaijan , Turkey, Middle East states and elsewhere training and sending in over a billion dollars with US and EU backing trying to Islamize the North Caucasus running organised crime, kidnapping, sabotage and assassinations killing police, government and moderate religious figures.
