People should understand advantage of energy efficiency – Medvedev

Regional programs for improving energy efficiency were the focus of a meeting of the Russian presidential commission for modernization and technological development of the national economy, on Tuesday.

President Dmitry Medvedev, who is visiting the Russian Republic of Tatarstan, chaired the meeting in Naberezhnye Chelny.

The city was chosen as the venue thanks to the local authorities’ efforts in the rational use of energy resources. Some 80 per cent of apartments in Naberezhnye Chelny have automated individual heat control devices, according to Itar-Tass news agency.

In the future, energy efficiency measures should help people to economize on public utilities, Medvedev said at the meeting. Now such services are a “very sensitive issue for low-income groups and pensioners,” he said. “Whoever I talked to, even in small cities, first thing people talk about is utility tariffs.”

Medvedev promised to continue discussing the topic with governors. Regional authorities must also control the quality of communal services, he stressed.

The government some days ago approved a new state program concerning energy efficiency for the next 10 years, the president said. But he noted that citizens should understand that energy efficiency measures are being made to lower utility tariffs so that people can save money.

“Only in this case we will teach people to pay attention to this problem," Medvedev said, adding that the essence of energy efficiency should be constantly explained. “Otherwise, it will be perceived as a matter for superiors who are solving their own tasks,” he added.

The participants of the meeting also discussed measures for improving the availability of banking services for the population with the use of mobile communication networks.

It is a really worthy initiative. All over the world we see the need to increase awareness of energy conservation. It is natural that people with limited incomes would be concerned about any changes, as they can ill aford to spend any more money. But the public policy will need to find a way to provide incentives for energy savings, while not hurting the most vulnerable.

Very promising concept of the article with slightly different approach. People should also understand that energy efficiency goes beyond lower utilities bills of senior citizens and those who are on low income in Russia, it's saving our planet. In the most recent IPCC's assessments, the Earth climate is being affected by human activities. " Human activities modify concentration of atmospheric constituents that absorb or scatter radiant energy... Most of the observed warming over the last 50 years is likely to have been due to the increase in greenhouse emissions". The scientific consensus on anthropogenic climate change is now higher then previously had been achieved: last year a survey of over 3000 leading international Earth's climatologists resulted in 82% agreement on the reality of human contribution. For the purpose of this survey the scientists (PhD mostly) were sub-divided into the categories of evaluation, methods, mitigation, proposals, etc, and all of them agreed with over 900 present published papers about our impact on Earth. Moreover, the scientists also agreed on ample grounds for continuous research and education among non-scientists, mainly in scrutinising the scientific hypothesises by publishing peers and making the published findings available to all concerned, including public sector and the governing bodies. Previously, RT invited the British carbon-sceptic and businessman Pierce Corbyn to disagree with consensus. Needless to say, that him and a handful of others , who had never been published or given an opportunity to be questioned by international scientific community, would argue otherwise and in favour of industrialised fossil-burners. Understandably, Russia is one of those countries where carbon deficiency probably never become an issue. However, what Dmitry Medvedev said about understanding of energy saving is important for any modern economy and its play in our safer, greener and ecologically friendlier environment.
