If Mr Medvedev want to do some good for mankind, he could do it through the United Nations. We, sure do not need two planetary organisations and have more deceitful summits; which as it was for the past 50 years have solved nothing. NATO is a military structure which serve American interests and nothing else. It must be dissolved... The Russian president's attitude convince me more and more, each day; that he has been bought by the imperialists. He is one more of their "collabos" and will do a lot of harm to his people. He is an other pawn like our machiavelic Sarkozy. Sorry Future Generations; it is getting worse every day. With friends like NATO and the USA who needs enemies !!!

If NATO in the future accepts a rotary system in which SACEUR comes every five years from one of the three powers (U.S., E.U. and Russia) then Russia could become a member state of NATO and nuclear weapons could be reduced more. Both the U.S. and Russia will need in the future (in the present already) to concentrate forces in the Pacific so they have to save money from the European Front. At the same time, the E.U. is increasing its common Defense policy and will need a common structure to secure the Eurozone, while the Russian Federation will need to increase the quality of its Defense. Once European consolidation, Russian Defense reform and American partial retreat to the Pacific takes place, both the European Union (or Eurozone, if the U.K. doesn´t participate in common Defense) and the Russian Fedederation could appoint a representative for the SACEUR post in a rotary system. Every five years a representative from the three areas (U.S., Russia and E.U.) will become SACEUR of NATO-Europe. That will contribute to Peace for Europe in the future, and will leave Defense resources both to the U.S. and Russia to have an essential role guaranteeing the stability of the Pacific which is becoming a Hub of World Trade.

Merkel and Sarkozy are on mission to persuade Mr Medvedev to join NATO. The order come from Washington; because that military alliance is in deep troubles. She must allows the huge Western military complex to increase the fortunes of its masters. Beside, we have become unable to produce anything else. Consequences: like in France, we have that dangerous situation concerning changes to be made in the retirement allowances. Everything said by the government, the political partis, media and even syndicats is false. Explanation: To have retirements benefits, you need productive works' financing (exportation), like does Germany. France has nothing left to sell than useless industry's product or military gadgets, like that Mistral and those unsellable fighter jets "Rafale". Because under advices, when he was Chirac's minister: Sarkozy and the MEDEF (industrialists 'syndicat), the French managers delocalized and gave all their works to emergent countries' workforce. The industrialists, their bankers and stocks' holders increased their benefits and the French workers lost their jobs...The same situation apply to all NATO major members: beside there is a lack of knowledge for instance in the ABM program and also a huge lack of money. Instead of simply stopping that useless military alliance, the Washington brass who pursue her sole goal of contrôling Russia' resources found a weakness in Russia's armure. Dear Meslin, Your comments are right! But let me paint a bigger picture for you. I have become persuaded that the political leaders the world over are merely pawns to be moved in the Grand Chessgame. True, some are more charismatic than others. I like for instance both Mr. Medvedev and Mr. Putin. They have their charisma, they are intelligent and have what it takes to be great political leaders. I even said “Amen” when Mr. Medvedev stated that Russia would support a multipolar world… in other words not bend itself to the wishes of the world’s sole superpower at this moment. Perspective from the South: time has come and that time is now, to take action for the common good of all. Close military cooperation between Russia and EU is long over due. At least now it looks close to an agreement in principle which will ensure collective action to deal with common threats like terrorism. Such arrangement will ensure effective arms control in the region, and non-proliferation of radio active material. Working together on together these will bring about absolute control and safety in the region that no single country or association can, no mater how technologically advanced is. This time NATO must make sure it does not miss this opportunity, as it might not come back again. To me this move is long overdue and it is what the world needs to guarantee a peaceful future for all the countries; small and big; powerful and weak.

Cantemir. Your answer to my comment is correct but you seem to ignore the most important factor. We, actual adults must never forget that we have responsibilities toward the future generations. If there were no solutions to change the World governance, then we could just prey and wait for the end. Remember: humans are a specie which can disappear like many others have done since the Earth allows life on her surface. Fortunately, as I have tried to explain in my past comments, if we face the facts, find credible leaders, able for once to speak the truth ,Humanity can have a wonderful future and beat the dinosaurs record of 600 millions years of living time on this planet. So far, our presence is estimated at around 3 millions (just 597 left to go). As I said previously, in our actual mess, there are only a few thousands greedy no good "bastards" to eliminate (not necessarily physically) and we know who they are. But I do what I can in my little place... with my family, friends, relatives, those that are willing to listen and able to grasp reality beyond what the System would let one know... Catemir, A New World Order has been a reality for a long time. And it is great from my point of view. It is a pity that the Society of Nations established after WWI failed. Now the United Nations, UNICEF, UNESSCO, FAO, WTO, EU, ASEAN, NAFTA, NATO, G20....all those bodies which establish a common legislation at a World level, are great!!! Someone has mentioned here in a comment that it is not important what leaders of key countries say, but its relevant what are their actual actions. Now, according to what the leaders are saying at the moment there is currently quite an idyllic and cosy atmosphere among global key players. But, at the same time each of the key countries is frenetically engaged into modernizing its weapon systems, and even small countries are spending more and more funds each year buying weaponry for their forces. That shows that the global situation is uncertain and that perhaps just a small part of the world countries might feel not being treatened. Talking "peace, peace" cannot just erase that widely spread anxiety. For these reasons I am of opinion that the world is closer to another global war (WWIII?) than to being at the begining of a long period of global harmony under the leadership of one world government. The WWIII will be launched just at the very heighst of everybody talking about peace, and we are now probably only a few months away from that point. As Mr Meslin would say: Sorry future generations!

Vladimir, It depends on what countries you are tallking about because in Spain, Argentina, Italy, Britain (read a recent article from Financial Times) or Germany, Defense spending is in the lowest point in History. In the U.S. Defense spending as a percetntage of GDP is the same as a decade ago. In the Russian Federation Defense spending has increased but it is logical as a great part of its weapons are old Soviet era weapons, so it is necessary to upgrade the stocks. For almost two decades Russia didn´t have money for that upgrade but now it has so it is the moment. At the same time after the Start treaties the number of nuclear heads has gone down to the lowest levels in decades. Where Defense spending is going up more? 1. Middle East (Saudi Arabia, Iran, Israel, Kuwait, U.A.E.) Nothing new. But now that European and American economies need more money from arms exports, that military race is welcome...and if finally all those nations end in War...well, moer business for America, Europe and Russia. Saudi Arabia is just saying "Don´t try to do anything against me". 2. Pacific (China, S.Korea, Australia) As China becomes the second largest World economy, it will become more assertive in defense of its Trade routes, markets and interests (as it has invested $billions of their reserves, so they have to make sure they will get their money back) But, at the same time, that makes Japan and S.Korea uneasy. But, in the European Front, Defense spending is at the lowest level in History (and more now with the economic crisis as the first expenditure that Europeans cut is Defense) And, again, both the U.S. and Russia prefer a Pacific European Front so they can invest more to show force in the Pacific and the Middle East. It doesn´t mean that Russia and China will be at War. Just will mean that Russia wants to be respected as a Power in the Pacific. Both Russia and Australia say "Don´t try to attack me because I am ready".
