In his first state of the nation address to the Federal Assembly, Dmitry Medvedev proposed a set of political reforms aimed at widening peoples participation in politics and encouraging more political competition.

There can never be fair political competition as long as some candidates have millions or billions of dollars in personal wealth to stack the election in their favor. This is not political competition. It is called, using vast personal wealth to buy the political office of your choice. One hunderd million dollars were spent recently to buy a mayor position in a major city. This sort of political rigging of the playing field is not evenhanded and makes a mockery of elections, and would destroy all competition. If people know they are competing in a rigged or unfair election, they will eventually stop trying to run against the power structure. Then, the result is fake elections or none at all.
