"Why are there more foreign military contractors in Pakistan?" Probably because that is where the Al Quaeda and Taliban leaders live. I would guess the CIA needs to have people "on the ground" to identify targets for their regular missile attacks from UAVs. I would also not be surprised if they have plans to neutralise Pakistan's nuclear weapons in the event that Al Quaeda get anywhere near controlling them. Again, they would need resources in place, prepared for such eventualities.
