It is not in the interest of the US to improve ties with N. Korea. N. Korea serves as a very effective boogeyman with which to scare the S. Koreans and the Japanese. As long as N. Korea is the way it is, it serves as a justification for US military presence in Japan and S. Korea, and this is what the US wants. Peace with N. Korea, or worse yet (at least for the US) unification, will render continued US presence and influence in the region unneccessary.
