The U.S. and South Korea should recognize the Independence of North Korea. After decades of isolation, North Koreans have become a different nation, with a particular language and culture different from South Korea. South Korea is broadly Christian now (Christianism is now the main religon) and there are thousands of immigrants married to South Koreans so a different nation has been born. In the future North Koreans and South Koreans will receive a different name: perhaps North Koreans will be called "koriakos" and South Koreans just "koreans", but it is evident they will be nations apart. For the development of Primorsky Krai in the Russian Far East, it is evident a closed North Korea is the main handicap as there is almost no trade with them and, at the same time, they are an obstacle to trade with thriving Seoul...So Russia should make it possible for North Korea and South Korea to participate in the next APEC 2012 Summit in Vladivostok, the same way as Taiwan and the People´s Republic of China are both member states of APEC...
