In the latest effort to crackdown on high-level corruption, Russia has finalized draft legislation that will make polygraph testing a mandatory requirement for high-level officials.
I sincerely doubt that a polygraph will much good if your politicians are like ours. Sociopathic people can always beat a polygraph because they so sincerely believe their own lies. There are a few tricks commonly used by non-sociopathic people who have reasons for not wanting to fail the test.

To answer the question in the headline: no, polygraph "testing" cannot beat Russian corruption. Polygraphy itself is a fraudulent procedure: it has no scientific basis whatsoever. Worse still, it's inherently biased against the truthful, while clever liars who understand the trickery on which polygraphy relies can easily pass using simple countermeasures. I'm a co-founder of AntiPolygraph.org, a non-profit, public interest website dedicated to exposing and ending waste, fraud, and abuse associated with the use of polygraphs and other purported lie detectors. It is a pity to see Russia repeating America's mistake in embracing the pseudoscience of polygraphy.
