Public watchdogs monitoring the rights of prisoners in Russia might be entitled to visit jails without a preliminary warning, take pictures or film inside prisons and talk to prisoners and detained unaided.

Incaceration needs complete overhaul from top to bottom, including pre-prison (remand), and the Judicial route to prison surrounding cash. We are 'up' there with the US and UK in having a lock them up attitude and corruption to match. It is not a great club to be part of, or anything to be proud of. Instead we must act in a concerted stable way to improve the whole situation. A good first step is to open it up to scrutiny and shine the light on the actual institutions, but it needs go wider and cover actual cases coming to trial by jounalists. There shouldn't be a process, where the criminal trial is being held up, as relatives seek cash to avoid incaceration. With the poor obviously getting 'slightly' different treatment to the rich. But that just deals with the backend. What is also important, is to lower the overall prison population, and lessen the graduates of these criminal universities, because once the tatoos go on and the stamp goes in the passport, you are a graduate for life. So we have to get opportunity and economic inclusion up in our society, together with a meaningful rehabilitaion route. yes prison shouldn't be an instrument of torture, but also it shouldn't be a resort, or a method for private money making. Prison issues, need sober consideration, we ain't dealing with angels, and we should always look into the victims faces first. But on the other hand we should look to reduce crime in the first place, this helps potential victims, and we should be humane regardless.
