That's because none of them are businessmen. They don't need change because they are filling up their pockets hand over fist, employing whatever relatives and friends they want and laundering the cash for a rainy day. If you want change, as they say, it has to happen from the top and be facilitated with the correct inducements. That means seeding the top with people with vision, and threatening removal for those who won't change. It means plugging up the laundering routes through tighter governance, and disincentivize the current business model through tax incentives for supporting different business models and alternative business creation opportunities. Effectively starving you, if you keep laying on your stomach. We need a to replace the monopoly, mafia family running of big business with business minded operations with tight governance. Putin put the boot into the Oligarchs, now it is time for a strong talk with the leaders. They need to see that the current approach is not up to the mark for a modern Russia. Big business gets strong governance, SME gets low governance, its the rules of the game.

Look at the modern history of Japan to see an example of economic growth. The state must be strong to be able to support the vital industry of the nation. The support could come as help in research&development, for example.
