Drug problem in Russia is indeed no.1enemy of Russian nation! In my opinion its worse and more danger than a open war.Why? It never stops to kill youths on permanent bases -every each year- just look numbers of lost lifes!Problem wont go away -it needs cpecial attencion from the top to the bottom. All state tools have to be used-include Russia army outside Russia borders to stop states wich produce drugs....War on drugs is a most difficult one indeed, and only with right policy can be won! There is only one thing worth in our lifes and worth to live for -our kids-and theirs future...

The stronger the measures against something the stronger its reaction against those measures. As the gov't tightens societal norms and shames people into a corner they will cure their ills by becoming more engrained in their addication, while others will join them out of solidarity and rebelion against authority. This is the problem as always, until people are accepted as they are and helped without retribution nothing will change. Bush admitting to use of cocaine allowed others to be honest. While punitive measures in this case will make the problem worse.
