Althought I feel bad for those murdered, I have no love for NGO's. Other governmental interests that are spreading in someone else's country is nothing short of subterfuge. They act as they are promoting the good while moving their interests to weaken a competing nation. NGO's have sponsored Color Revolutions and wars to befit another nation. The Caucuses are now full of criminal activity and anyone digging their noses in it are in danger. Nobody wants their business interfered with and they are killed. NGO's link everything to the Russian Government not criminal elements that are profiting from the region. To think other nations don't have intelligence agencies and NGOs in the caucuses would be absurd! Of course they do! They want to weaken Russia's control of a oil rich region and also weaken Russia from growing by causing conflict in an unstable region of Russia. It drains resources and energy of the Russian government, much to delight of some other nations.

Artyom, Absolutely correct, NGOs are being used as fronts in Russia for foreign actors hell bent on destabilising Russia. We need be transparent about who is doing what and then physically disrupt these foreign forces. At the moment, we are taking a far too lenient line with them. We need turn the situation around, lay the evidence on the table and start convicting these actors. If you let their cancerous growth continue, then don't be surprised if our healthy body is destroyed.
