ROAR: Tycoon Vekselberg to build Russia’s “Silicon Valley”

President Dmitry Medvedev has appointed Viktor Vekselberg, chairman of the board of directors of the Renova Group, as the manager of Skolkovo, a high-tech research and production hub project.
John Nagle, Well said, we absolutely need this rule. But now turning to administraion, yes it is good to see business being the driver of this set up, it has to be. The whole thing has to have its foundations in business and the appointent of business leaders to oversee it, who have suitable stature, is absolutely necessary. We need to move away from C grade Command and control to A grade Audit and Accountability for business. However, let's not forget where we are, so the state, if putting in billions, will need to establish some mechanisms to establish we are getting value for money. What we need to do is make sure we set up the A&A in sufficient strength simultaneosly, to make sure the money does not just disappear to be laundered in Londonistan.










It's worth a try. A secret of Silicon Valley is a little provision in California law that if you invent something on your own time, you, not your employer, owns it. So engineers are free to leave and start their own companies if their employer doesn't want to use their idea. No other American state does that, and attempts by other states to duplicate Silicon Valley have all failed.
