Dmitry Medvedev has said that, despite the US decision to scrap the plan for a missile shield in Eastern Europe, the continent still needs a new universal security framework.

As an American who has an interest in international politics and in Russia, what does this mean? Is Medvedev saying that the UN is not performing the job it should be (which I believe is probably the case)? What is the genreal Russina view of the EU? How do everyday Russians view the United States and Barack Obama and the steps that he has taken?
