Moscow and the Western alliance are stepping up co-operation in the military sphere, but still disagree over “the open-door policy.”
So Russia is not interested in post-Cold War member countries of NATO as partners. This is true. It is also true that both now and in Soviet times, Russia has been nevertheless very, very interested in them – but never as partners.
