The European Union commission on the war in South Ossetia has received a document claiming that this summer's war in South Ossetia was started by Georgia, says Germany’s Spiegel Online.

In the document titled ‘Top Secret Order Number 2’ – dated back to August 7, 2008 – the Georgian President Mikhail Saakashvili commands his army to invade South Ossetia to restore constitutional order there, Spiegel reported.

The document was intercepted by Russian secret services and handed over to the EU's investigative commission.

Georgian authorities refuse to let the EU commission get acquainted with this document saying it contains classified information.

If proved to be genuine, the document would expose Saakashvili as a liar, the magazine said.

It was Spiegel that published earlier a series of in-depth articles and interviews on war in South Ossetia.

Spiegel’s journalists were the first to state that the Russian side was responding after an assault of the Georgian military against South Ossetia and Russian peacekeepers began at 23:54 local time on August 7, 2008.

The first Russian troops passed the Roksky Tunnel and entered the territory of South Ossetia at 02:08 on August 8.
