Finally they are doing it right! Yes, it's security first! FSB and police has to keep hiring professional, well trained people, who know local customs, language, etc, This should be along term effort. Of course support of honest locals + fighting poverty + providing jobs + fighting clannishness are a must too! But also don't forget diplomatic efforts with Arabic and Western countries who may supply/harbor terrorists and provide financial support. It should be made public and brought up with Saudi Arabia that one of their citizens was a mastermind of an attack in Russia. US, who has a lot of influence there, and others should be pressured into helping pressure S. Arabia to police it's own citizens. We know that some of these terrorists are hiding in Western Europe. Also, the money supply comes either from the Middle East or from Europe. Russia must make all these countries help them track down terrorists. I know there are lots of them who are denying help and knowledge. Take the UK for example, who constatly refuses to help, even though it's clear that lots of financial and other terrorists are hiding there. But Russia must continue diplomatic pressure until it changes their mentality. Good job and good luck!
