Visa-free travel between Russia and Serbia agreed

Russia’s Foreign Minister Sergey Lavrov and his Serbian counterpart Vuk Jeremic have signed a bilateral agreement for visa-free travel for the citizens of their respective countries.

During and after the last war in Serbia a lot of people migrated to Russia or started developing their business with Russia. I never heard of any issues around visas. According to an article the reason there was a visa requirement was the Albanian minority in Serbia. Russian governmant basically didn't want them to travel freely through their country with a Serbian/Yugoslawian passport as they did accross Western Europe. Now since they are "independant" ""state"" Serbia is no more obliged to issue them passports. Can somebody confirm this?
