They could take this one step further and vaporise the home towns of the offending players with 100kt nuclear weapons. I am being sarcastic because I cannot believe this story is for real.

as they said the ball is round and takes no sides, winning and losing depends on 10% of luck (90% are their individual and teamwork skills), what they need is not punishments but incentives...

This is something that Saddam's son used to do to the Iraqi athletes when they lost; make them take of their shoes off and kick stones with their bare feet; followed by throwing them off a bridge into the river.  Those Russian politicians that made such comments should be investigated and arrested. This is the 21st century for gods sake, what kind of mentality is this.  Shame on all of them for thinking this way!

I think some of you are taking this far too seriously, Don't we have better things to talk and worry about?? The Russian team needs to learn from her mistakes and concentrate on qualifying for the World Cup

But if the players + the  admin behind them are sponsoured by the taxpayers, then why not punish them by reducing their salaries and putting the money to better use, eg fighting the drought in Krasnodar ?  It is crazy that the Polish state, for example, sponsours from the taxpayers money Polish soccer teams and white collar staff involved in soccer when at the same time there is no money to buy medicine for oncological state owned hopsitals.

Do these idiot legislators not realise how much ammunition this will give Russia's enemies?

In North Korea football coaches and players end up behind bars for not performing well. Russia is not there yet but getting there.

This is stupid! Anyone who supports such inhumane and illogical law deserves to be shot! Seriously!?!?!?! How can you punish an athlete for making a few mistakes! You people can't do any better! Don't feel ashamed, Russians, you have a GREAT team, but you guys just didn't have the luck, better luck next time. After all, it's only football.-From a Greek.
Russia doesn't have a GREAT team! They have a lot of individuals who think they are a great team! What have they achieved? Nothing! Instead of taking defeat like men and vowing to win next time they all whine like little girls. It's the coaches fault! It's the fans fault! It's the rules fault! It's my time of the month fault! WTF! They are like the dutch and do not play on and off the field as brothers. Over paid over rated prima donnas.
