I agree with Peter Jennings. It's just some pomous "Upperclassman" that's decreed his/her self a God- and decided that the public needs to be "punished" for not blindly obeying. These promoters haven't a clue. To associate what is going on in Canada and the crackdown on their rights just shows they are way out there on the fringe of awareness. To even suggest that fans, or people posing as fans, are going to cause any kind of trouble is just paranoid and playing to someone else tune.

Security is already tight at these venues and I suspect this is a political opportunity and a ploy to punish the Canadian people who are fighting for their rights in a country that F1 visits once a year.
