Going to CISPA by the government to ask permission to tap a telephone or spy on a citizen is kind of like the District Attorney going to a Grand Jury (without the presence of the intended defendant) and asking them to indict the individual. This process is so fair that if the DA doesn't watch out s/he can end up indicting a Ham Sandwich.
