The Washington-proposed missile defense system in Europe will determine how successfully nuclear cuts are being achieved by Russia and the US, says Tony Halpin, Moscow bureau chief of The Times newspaper.

This is indeed true, but herein lies the problem. The AMD issue is basically unsolveable, because any interceptors that are introduced close to Russia weakens its deterrent capability, especially with regard to a first strike scenario. It doesn't matter one iota where the Radars are, or where the 'first' data interchange centres are. These can all be switched, in a matter of seconds, to new radars and new data interchange centres, to form an intergrated systen against Russia. It is basically all a Trojan approach to get interceptors, close to Russia. As Russia can clearly see the motives behind AMD, it is hardly going to agree to them, hence, as the 'nuke cuts' are conditional on them, all the negotiations are sure to come off the rails pretty soon, unless the AMD system is abandoned, or it is agreed that the interceptors are hosted and controlled in Russia. However, the US would never agree to this, as the aim of the AMD system is as a weapon against Russia, so it all doesn't work, if Russia has control of the interceptors, hence the AMD issue is unsolveable. The US want to create a weapon against Russia, and Russia doesn't want the weapon threatening it. It is pretty straightforward really.
