I think the space based weapon system have gotten a second thought, this went too easy. When things go to easy then I halt and re-think the situation. Just my two cents.

I am afraid that the move will be made to the one territory were the protests will not be possible, since NATO owns the country: Kosovo. In Kosovo "constitution", NATO is the final arbiter. Even though US and EU pushed and proded other countries to recognize Kosovo, one has to remember that the basis for the "sovereignty" is Martti Ahtisaari plan. Even thought the plan was never accepted by the Security Council, the EU Council of Ministers, in their document authorizing EULEX, makes reference to the plan. Keep in mind how Kosovo was born. First, in order to avoid the responsiblities under UN SC Resolution 1244 that guaranteed the sovereignty of Serbia, US and UK pushed UN to authorize Ahtisaari process. The entire process was a sham --- from the beginning to the end --- as the solution was clearly preordained. Since the report was not accepted, US pushed for "conditional" independence. The Resoluton of Independence was drafted in the State Department. After the independence was declared, UN and EU were pushed to find the solution to replacing UN mission, UNMIK with the EU mission, EULEX. Serbia was bullied to accept EULEX via a simple report to the UN SC by the Secretary General on the Kosovo status. Such regular routine reports cannot be the basis for removing the UN Mission, so and ugly compromise is in place: UNMIK is still in Kosovo, but scaled down. EULEX is starting to take over civilian administrative responsibilties. However, even though NATO forces will be scaled down and EULEX ramped up, NATO is the official peacekeeper under UN 1244. It boggles the mind how any country could recognize Kosovo that is still a ward of UN, under R 1244, that is, under soveregnity of Serbia, while simultaneously "independent" under EU mission supervising the protectorate. However, NATO does have a large base there, Camp Bondsteel.

The idea is a scam. It has never been official, but put into circulation. Its design is simple: to confuse and to make the original idea more palatable by advancing a "proposal" that would seem like a compromise, which was never actually done. The mechanism is an old one--make the public accept at least some "element" of the missile plan; once you accept one piece, psychology teaches that it is then easier to sell yet another piece, which would originally be hard, even impossible to sell. In this one thing needs to be kept in mind--the US is destabilizing the whole situation in the world, especially in Russia's belt. The interest of peace demands a principled resistance to this that is a threat to us all.
