Washington and NATO have recently declared the intention of enhancing their partnership with Russia, but the proof of the pudding is in the eating, the saying goes, not in the promises.

US will always be enemy of Russia, because there is tons of money in it. The US should have been a better friend and world partner with Russia long ago, plus admitted Russia into Nato. But same old....same old....the two are drifting apart due to USA foriegn policy, and US siding with georgia in war, plus interfering with Ukraine. Washington D.C. is a joke, and will lead americans into another war. From my own experience living in US, most americans could care less about foreign policy, nor could they name three russian cities. I saw practically no news on russian ''victory day'' on american t.v., and americans know nothing about 27 million russians dying in ww2, because the US education system is a joke.

The situation is complicated, certainly the financial wall street kings view Russia as a corporate structure to break up and sell off. These kings are the ones in charge of the US government and military machine. For these Russia is a foe, until it doesn't exist. But for ordinary Americans, I doubt Russia is a foe, just like vice versa with ordinary Russians. But the reality is we are where we are. Russia will always be under containment pressure, until the wall street kings admit they can't get a return on investment and learn that their tools won't ever work, or the US people can regain control of their government, through political means. So time will only tell; there are positive things, the START treaty provides a confidence building transparent mechanism, our leaders seem to get on, and there appears development in the economic and social relations space. But we are still far apart really, the trajectory is good, but we will need decades to move to where we should be. There are evil forces at work in the US, only time will tell whether the good of a developing relationship can overcome it, otherwise we could well find ourselves back in confrontational mode again, at the behest of the wall street cronies. So we will move slowly one step at a time, building trust and maitaining a contingency plan, in case things don't quite work out with the US.

"Does America consider Russia friend or foe?" A nation powerful enough to project its will upon others for her self-interest considers no nation a "friend". Such a nation does not act according to morality and fairness because it follows the principle that might makes right. Shah of Iran once thought that America considered his Iran a friend, only to find out that America has "disposable friends" at best. I don't know the name of the document, nor the color of the folder in which it sits, but, I am certain that the US and NATO have a long-term strategic plan to infiltrate all the republics of the former USSR with the ultimate goal of inciting enough domestic turmoil within Russia to eventually bring about her demise without ever engaging in a war. Why?? Because the land and resources of Russia are a magnet that have historically attracted the avarice invaders.

It is not a question of friendship but a question of submission. NATO is not an equal partnership but a Dictatorship as Jacques Chirac knows. There are not equal partners but a Generalissimio called Stravidis, Supreme Commander in Chief. Europe is in a situation similar to India under the British Raj. Inside every state they had an apparent freedom to behave for their private business...but Defense, and so the projection of Sovereignty, was under British Rule. The colonial power, the U.K., was in charge of the Foreign Policy and Defense of India. Indians were just subjects with limited rights. And the same goes in Europe. It is the U.S. the one in charge of the E.U.´s Defense and so the colonial power. So, the problem is that Russia wants equal treatment as a Sovereign Nation....but that is something the U.S. cannot accept. They only accept submission from the Russian Commander in Chief to SACEUR, the Supreme Allied Commander on NATO-Europe. Chirac and Schroeder just planned an Autonomous European Defense Headquarters without U.S. intervention, and with an important collaboration with the Russian Federation...and the U.S. media promoted a dirty campaing against France, calling them "antisemites". All that stopped when Chirac lost the Elections to a curious coalition of individuals from different ideologies which had suddenly landed in the ruling UMP. In the Warsaw Pact the USSR was in control; the same goes in NATO. The U.S. will only accept submission from Russia, not friendship...

As a militarised state, the USA only sees threats and opportunities. This has always been the way of the empire builder and should come as no suprise. Russia is both an opportunity and a threat, hence the friend/foe approach of US foreign/military policy towards Russia. If we understand this, and also look to the past - the Romans, the British, and the Germans (I know the latter are often not considered empire builders but they were) immediatly come to mind - we can get a clearer picture of how the power holders in the US may think, and why they behave as they do today.

I am an American and I know a great deal about Russia, its history, people and geography. Those that clump all Americans together manage only to meet their own bias and expectations. For the most part the people of the US admire and love Russian people. To say that we don't know the sacrifice of the Soviet people during the Great Patriotic war is as stupid as someone not knowing the billions of dollars of tanks, locomotives, trucks that carried the Katushya rockets were all made in America. Jeeps, radios for tanks, all kinds of war products were sent to the Soviet Union on the Lend Lease program. 7,000 locomotives alone, so this aid was not small but crucial to the Soviet success. Every US military leader spoke of the Soviet blood spilled in this war. Stalin broke all his promises he made to President Roosevelt after the war and started the mistrust of the US against the Soviet Union and Russian people. The US does not want a war with Russia but we also don't wish to lose a war with Russia either. We have more reasons to be allies then we have to be enemies but still Russia befriends our enemies and plans war against the US. We want to share technology but we know that the the old Soviet technocrat spies run Russia and hold America as an enemy. The world needs the US and Russia to be friends and yet Russia believes its ally to be China to counter the US power. What a loser proposition that will be. China has avaricious eyes towards Russian resources and land, the US does not cast a covetous eye towards Russia, neither do we wish war with Russia. This would represent an unwanted calamity for both people.

I know that America, and Russia have their issues, but it is everyone's responsibility to make a difference. I mean if all of us American, and Russian work together in a peaceful manner in a 100 years, or so we can be great friends. This treaty is an example. The republicans are being kinda deceptive, and the defence ministers are ticked about it. If we all settle our differences we can be just fine. It's just like after WWII. If we act like the British did when they helped rebuild Germany. If we accept each other, and are civil about this we'll be fine, because, just look at how good the Germans are to the English, or how Americans treat the Japanese. I mean come on Russians lets make a better world together!

If you don't believe me I think I'll call congress, and ask them to wage war on Russia, and then you'll be sorry for wanting literally A WAR OF NUCLEAR PROPORTIONS!

The days of worrying about which of 'the 2 toughest kids on the block  is going to rule the block' should have been over a long time ago,everybody should be working towards quality of life,and wars because of pointless bickering and cultural difference should now be reserved for little countries run by little 'hemmeroids on the ass of the world',like Ding-Dong in Korea or Butt-Head in Iran.How can this be so dam difficult?
